A Necessity of Ethics Education for Revitalization of Internal Whistle Blowing

Abstract
The major purpose of this paper is to relate the internal whistle blowing with management ethics. Usually ethical managers directly above employee in corporation will have heard his complaint about ethically inadequate behavior. And they will have tried to deal with it in some way satisfactorily. Therefore, external whistle blowing is always proof of organizational trouble and frequently proof of management failure. If whistle blower in corporation would have accepted whatever decision came through internal formal mechanisms in corporation, he do not go out of external channels. If the common respect of whistle blower is to change, that is required not only argument at a theoretical level, but also argument at a practical ways of changing the corporate climate. Accordingly, to this point, our debate is to focus on actual managerial decision making of employer or chief executive officer. That is, our discussion is to reveal the management ethics about internal whistle blowing practically. According to our discussion, because managers or employers are in a core position to create an ethical environment, to try ethical management about internal whistle blowing, they must appreciate that corporation s ethical climate is the centrism of its overall organizational environment. And then they must understand the factors at work in the corporation that influence employees, that is, whistle blowers. The factors affecting the corporation s ethical climate found in our discussion were the decision of manager and the formal organizational policy and the effective communication mechanisms, that is, the internal whistle blowing mechanisms. Although our discussion have not touched on all of managerial ethics related to internal whistle blowing, the factors suggested explain best practical ways of changing the corporate climate.
