Application of Competency-Based Course Model(S-CEA) in General Education

Abstract
This study seeks out the application of competency-based course model to the courses of general education, and then examines the effectiveness of the model. We applied the S-CEA model to the courses, which is one of the course-embedded assessment models, developed by Sun Moon University. S-CEA model consists of three steps for instructional design and evaluation: establishment of competency-based learning objectives, design of competency-based evaluation methods, and analysis of course achievement level. We carried out this study with 3 research themes: the cognition of competency importance, performance improvement, and teaching competency. The result showed that both the students’ cognition of competency importance and performance level improved for 3 semesters. There were significant changes in students’ and professors’ cognition of teaching competency. This study proposed the way how to make a competency-based instructional design and evaluation, and further suggested the way how to analyze the course achievement level and make a continuous quality improvement. In the competency-based course model, instructional design is made so that students engage in the learning activities and achieve competencies for the course. The learning outcome is evaluated with students’ activities, and the competency-based course model has a significant implication as the students-centered educational model. In this study, the competency-based course model is applied to course level. It is necessary that the model is applied to the curriculum level of general education and analyze the learning outcome achieved in the curriculum. That is, three steps for instructional design and evaluation designed for the competency-based course model (establishment of competency-based learning objectives, design of competency-based evaluation methods, and analysis of course achievement level) can contribute to the quality improvement of general education.
