Abstract |
This paper analyzes the changes in university general education focusing on the faculty composition and course establishment after the implementation of lecturer system. This paper is based on the results of the survey conducted from Sep.24 to Nov. 8 in 2019 for the Current University General Education Survey funded by the Korea National Institute for General Education. This paper uses the data collected from 83 universities that answered the questionnaire for the Survey. The comparison between 2018 and 2019 of the number and the ratio of each type of faculty members shows that the number of the lecturers was considerably reduced after the enforcement of lecturer system on Aug,1 of 2019. It shows that the lecturer law, introduced to protect lecturers, fails to realize its original purpose and instead causes the unemployment of lecturers. The lecturer law thereby contributes to the increase of the number of other types of part time professors and non-tenure track full time professors. The study also shows that private universities responded more promptly than national universities. The law causes the reduction of the number of the general education courses, both in the total number of courses and the number of newly established courses, In conclusion, the introduction of the lecturer system in universities did not succeed in protecting lecturers nor developing the quality of general education in general. |
