Influence of the BK21 Policy on the liberal arts curricula of Korean Universities - Based on the colleges of engineering

Abstract
This study is to examine the differences of managing and organizing curricula between research-focused universities and education-focused universities by comparing universities non-participated in the BK21 project with universities participated in the BK21 project. To conduct the analysis of these difference, this study selected 6 analysis-indexes as follows: 1) totally opened liberal arts subjects 2) liberal arts credit ratio of total credits, 3) required liberal arts credit ratio(including commonly required credit ratio and groundly required credit ratio, 4)groundly required liberal arts credit ratio, 5) selective liberal arts credit by domain ratio, and 6) general liberal arts credit ratio. The data were taken and coded from the curriculum of the engineering colleges in 11 universities non-participated in the BK21 and 9 universities participated in it from 1990 to 2010. The coded panel data were analysed by using the Fixed Effect Model. As a result, this study found that in the case of the BK21 participation-universities, as the period of their participating in the BK21 is getting longer, opened liberal arts credit, required liberal arts credit and required grounded liberal arts credit of the total liberal arts credits are getting increased. On the other hand, selective credit by domains ratio and general liberal arts credit ratio of the total liberal arts credits are being decreased. The study intended only to find the trend of general differences between the two university groups divided by the BK21 project A qualitative study needs to be additionally conducted in order to identify the more meaningful differences in the curriculum contents and the teaching methods regarding the curricula in accordance with university-types in the future
