In order to do so, it was tried to explore the potential of the application to Korean situation in terms of specific goals and objectives, curricula, and evaluation system of the program. Firstly, HS programs introduced in Korean universities should have specified and feasible objectives. According to the data, this type of programs must be able to provide students with not only the macro level of goal but also the micro level of objectives. Secondly, this kind of programs have to prepare for creative curricula which can be developed by professional staffs. In doing so, the programs or course in the USA and Hong-kong can give the experts clues which help them consider what and how to deal with the entire program. Finally, it is necessary for maintaining and advancing the programs to develop comprehensive and systematic program evaluation tools. In the process of doing it, the results from analysing the program guideline, course assessment, comprehensive evaluation after colloquium, and sample items of program assessment can be useful. If suggestions given in this article are accomplished successfully it can certainly contribute to establishing the basis for dealing with programs productively and lead to the innovative reform in the area of Korean higher education.
